In college football, if the BCS is so accurate in choosing the best teams, why does No. 2 keep beating No. 1?

If the BCS were 100 percent accurate, wouldn't No. 1 always beat No. 2? What about teams ranked No. 3 or 4? Shouldn't they get a chance at beating No. 1?
