What are a tenant's rights with a landlord in Pa? Inadequate heat, roaches, water leak, late fees?

I live in Pa. same apt since 03. New landlord took over this summer. He's from NY, speaks limited English. From what I gathered we could either mail rent or give it to him in person. Waited for him in October, never came around. Finally mailed rent late. No heat all of Oct. Called code enforcement, deducted $50 from rent. Felt I was being retaliated against when he sent me a letter stating he was deducting $220 from my security for late fees! Nov & Dec rent was NOT LATE! Took away my storage space, had a roach infestation since Sept, refuses to fix. Legal services said send certified letter. Did that, enclosed rent, he never picked it up. Now Feb rent a month late. My rent is $650 heat is supposed to be included. When temp goes below 30 I have to use space heaters or it doesn't get above 60. Came home yesterday to wet, ruined bed, electric cords laying in water b/c of leak on 2nd floor. He refused to even come look at what had happened. Ceiling looks like it's going to fall.
